Electronic Invoicing has successfully been launched in the UAE, with proper implementation expected to be completed in July 2026. The Ministry of Finance has not only updated some provisions of the VAT law but has also released the implementation deadlines. This means it is now high time for businesses to start preparing for the integration of the e-invoicing system and select their Accredited Service Providers (ASPs), who will assist them in doing so.

The E-Invoicing System

The E-invoicing system in the UAE replaces the traditional invoicing method (PDF formats) with the digital format (XML). This makes financial transactions more efficient and transparent. This system allows businesses to streamline invoicing operations, maintain accurate records, save time on processing, and comply with ease with the FTA standards. 

How Does the E-Invoicing Work?

The process is straightforward and involves a 5-corners approach:

  1. Corner 1 is the supplier’s business software.
  2. Corner 2 is the supplier’s sending ASP.
  3. Corner 3 is the buyer’s receiving ASP.
  4. Corner 4 is the buyer’s business software.
  5. Corner 5 is the Central Data Platform.

A single e-invoice circulates between these 5 corners to ensure its digitalisation, processing and validation. An MLS (message level status) completes successful reporting of the invoice.

  • C1 sends the invoice data to C2.
  • After validating, C2 forwards the data to C3 and C5.
  • After validating, C3 sends MLS to C2.
  • C3 sends the invoice data to C4 and C5.
  • C5 sends MLS to C2 and C3. 
  • C2 sends MLS from C3 and C5 to C1.
  • C3 sends MLS from C5 to C4.

E-Invoicing Implementation Deadlines

  • Voluntary Action

Businesses in the UAE that are not subject to the e-invoicing regulations can apply on a voluntary basis. The deadline for the voluntary application is 1 July 2026.

  • Mandatory Action 

The following are the thresholds and deadlines for the businesses subject to e-invoicing regulations:

  1. Businesses whose revenue in the latest taxable year equals or exceeds 59,000,000 AEDmust appoint an ASP before 31 July 2026 and must implement the system before 1 January 2026.
  2. Businesses whose revenue in the latest taxable year is less than 50,000,000 AED must appoint an ASP before 31 March 2027and must implement the system before 1 July 2027.

A business that is a government entity must appoint an ASP before 31 March 2027 and must implement the system before 1 October 2027.
